The Cabinet resolution on September 24, 2024 approved special permission for illegal foreigners from Cambodia, Laos, Myanmar and Vietnam to stay in Thailand and work temporarily for an employer for a period of 1 year. Therefore, the Ministry of Labor, through the Ministry of Employment, set the Foreign workers registration date for the above foreign workers from December 16, 2024 to December 30, 2024.

Foreign workers registration groups in 2024

  • Group of foreigners of 4 nationalities who hold passports that are valid or expired and have an entry stamp of NON L-A
  • Group of foreigners of 4 nationalities whose visas have expired but have not traveled outside Thailand
  • Group of foreigners of 4 nationalities who entered Thailand without permission and worked with employers before 2 November 2024

Foreign Worker Registration Process in 2024

  1. Phase 1: Submit a namelist of foreign workers to the Ministry of Employment by December 30, 2024
  2. Phase 2: Take a health check, purchase insurance and submit a work permit application by March 30, 2025
  3. Phase 3: Collection of Personal Information by June 28, 2025
  4. Phase 4: Preparation of historical registers by March 31, 2026

Individual Employer

  1. Copy of the employer’s ID card
  2. Copy of the employer’s household register
  3. Copy of the business registration certificate (if any*)
  4. If there is a construction contract, please attach it.
  5. If the employer is not the landlord, please attach a copy of the landlord’s ID card, a copy of the property registration, and a copy of the lease contract

Company Employer

  1. Copy of company certificate, valid for no more than 6 months*
  2. Copy of ID card of the authorized signatory.
  3. Copy of property registration certificate of the authorized signatory
  4. Copy of company property registration (if any)*
  5. If there is a construction contract, please attach it.

What will the worker receive after completing the 2024 foreign worker registration?

  1. 1-year work permit: allowed to work with the employer as an exceptional case until March 30, 2026 (Cabinet resolution September 24, 2024)
  2. Stamped document storing personal identity

Dependents (children) of foreigners registered as foreign workers in 2024

  • Children of foreigners under 18 who have already been notified have the right to reside in Thailand in accordance with the rights of the foreigner as the father or mother.
  • If the child later reaches the age of 18 and wishes to work in Thailand, he/she can stay in Thailand for another 60 days to apply for a work permit in Thailand
