What is the MOU?
MOU is an agreement between two or more parties. It reflects the convergence of the will of both parties. This refers to a bilateral document of intent signed between the Thai government and the country of origin (Laos, Myanmar, Cambodia, etc.) to send foreign labors to work in Thailand.
What is MOU import?
MOU import is a Thai employer legally importing labors from their country to work in Thailand through a MOU document signed between Thailand and the labors country.
Documents required to MOU Import labors
- Company certificate valid for no more than 3 months
- Director ID card and house registration certificate
- Photos, including company signboard, surroundings, inside and outside of the building, work site, workers’ dormitory, etc. (6-10 photos)

Steps to MOU Import labors
- Submit foreign labor demand application
- Demand letter for foreign labors
- Submit the document to the Bangkok Employment Office, District 1-10 or Provincial Employment Office
- Submit an application for employment of foreign laborsThe Ministry of Employment sends a letter to the country of origin through the embassy of the country of origin in Thailand, notifying the need to employ foreign labors
- Processing by country of origin (Myanmar, Laos, Cambodia)Recruitment, selection, contracting and list making by country of origin
- Apply for work permit for foreign laborsAfter receiving the name list, submit relevant documents for the foreign labors to apply for work permits
- Obtain permission for the foreign labor to work at the Thai employerThe Ministry of Employment writes to the Thai embassy in the country of origin (Myanmar, Laos, Cambodia) to obtain a visa, and the Immigration allows the foreign labor to enter Thailand
- Enter ThailandInform the first employment center of the travel date and time in advance. Immigration officials will conduct joint inspections with officials from the Ministry of Public Health and officials from the first reception center

Some provisions for the MOU Import labor
- MOU Import labors from Myanmar
- The minimum number of Myanmar MOU workers to be introduced is 10-20 or more, and both construction and factory work can be introduced.
- The employer of the foreign workers must be a legal entity.
- The employer must provide accommodation for the foreign workers.
- The employer cannot deduct the introduction fee from the income of the foreign workers
- MOU Import labors from Laos MOU
- The minimum number of Lao workers to be introduced at a time is 6.
- The employer can deduct 18,000 baht from the workers (3,000 baht per month for 6 months).
- MOU Import labors from Cambodia
