The program allows illegal foreign laborers or those with expired documents to obtain temporary work permits, enabling them to legally reside and work in Thailand for one year.
Eligible Groups for Illegal Foreign Laborer Registration 2025
This policy targets the following groups of non-compliant foreign laborers:
- Overstayers: Laborers whose work permits or visa have expired but have not left Thailand.
- Working with an employer without permission: Laborers whose permits are still valid but are employed by unauthorized employers.
- Illegal Entrants: Specifically, laborers from Cambodia, Laos, and Myanmar who entered Thailand illegally and wish to work.
- Have a work visa but no work permit (pink card).
- Have all the necessary documents (passport, work visa, work permit, pink card) but the termination notice has expired or the previous employer refuses to notify the employer of the termination.
Steps for Illegal Foreign Laborer Registration 2025

- Phase 1: Application Submission
- Deadline: By December 26, 2025
- Tasks: Submit the Bt. 50 form, worker’s and employer’s documents.
- Phase 2: Medical Examination & Biometrics
